That's a bug , seems to happens only in coop , and to try to get rid of that,  clear an assassination or vehicle theft activity ,if you have cleared all of them , I remember in the past getting rid of it opening the saints book →assassination list →press confirm button few times above any faded black assassination target.

Haven't done coop this days so , I can't be sure if that trick still works.
