Under "gang abilities" in the Upgrades menu of the cellphone, none of my new save files gets gang followers.

I have one save file that has them. I have started a new game many times, generally playing up to the start of "We're going to need guns". I have tried variations, like loading the proper save and recruiting before starting anew, playing beyond the "We're going to need guns" mission, or alternate difficulties. However, it shows no sign that it will fix itself. I play on OnLive. At the start of "We're going to need guns", the top (and locked) option of gang abilities is gang health increase.
