About 8-10 hours ago (of time played), I played co-op with my brother. He called for, at different times, a tank, a VTOL, and a helicopter. Since then, I have not been able to call for any of these myself.

That's interesting. Many people have reported their homies being unable to be called, and some of them said it was related to co-op, but this is the most detailed report yet. Try loading it up in single player, and try hosting a co-op game. Maybe one of these will unlock them. Otherwise, i don't think anybody has found a solution yet.

I've been playing heavily in single player since then, but I'll have to see about co-oping again later. Tried everything else I can think of.

Never acutally got a co-op game working, as steam apparently can't find anyone after half an hour, Could recruit homies etc no problem until I finished the main story, then bam, I can now only call josh who works all the time, and kinzie who works some of the time, and no one else seems to want to work besides spoiler* that homie you know who* from end of game So for me, homies effectively broke when I won the game

I got a little bit of co-op in with a friend the other day, they still don't work though. Just the tank, VTOL, and helicopter homies that are broken.

Um, I still can't call them. Is there any known fix for this? Or a planned fix? Or anything?

In what way are you unable to call them? If they're greyed out on the phone, editing the save file as described will fix them. If they're busy or just don't show up after being called, i don't know what else you can do about it.

They're greyed out, yeah. I left a post in the other thread because I wasn't quite sure about which lines to change.
