It took me forever to find one Syndicate gang operation but it was on top of a tower. Check rooftops, and follow the train tracks on the Luchadore island to find a bunch of Luchadore operations.

If you get enough respect you eventually get to unlock a gang operation/collectible thingy and from there you can see all the gang operations,blow-up dolls,money piles,and drug piles. Hope this helps
