You can get a Bootlegger by setting it as a gang vehicle and calling up Josh Birk. He always spawns in one if you have a Bootlegger set as a gang vehicle. For the Hammerhead, try driving a Sovereign or any sports car around some of the industrial parts of the city.

Bootlegger, Hammer, Hammerhead and Phoenix are all the Muscle Cars.

Hammerhead, Bootlegger, Pheonix, Reaper...

The cop car and its variant the Nyteblade should also count, they fit the criteria definition of muscle car, but are not classed as musclecars in the game, so don't work...

According to the strategy guide only the four I listed are classed as 'Muscle Cars' by the game.

Reaper & Peacemaker (along with Cosmos, Go, Churchill, Taxi, Zimos, Keystone & Status Quo) are classed as 'Cars'.

It doesn't say how Nyte Blade's car is classed, but I'd wager it's also under 'Cars', as an obvious Peacemaker variant.
