Here's a solution to getting both the Killbane mask and Apoca-Fists.

1) In the story spare Killbane to get the fists.

2) Make sure you've uploaded your current character to the site and added them to your queue.

3) Add a character that has the mask to your queue.

Xbox 360:

(I currently don't have a PS3 linked account so I can't search the PS3 characters to see if anyone has uploaded a Killbane mask there)

4) Go to any clothing store in the game, access the Character Gallery and download the Killbane character into your game. Then while still in the clothing store menu go to Wardrobe, then Outfits, and save the current outfit.

5) Download your original character from the Character Gallery and you'll be able to access the Killbane outfit you saved earlier complete with the mask.

Example of it working.

By doing this, are you able to keep the mask and use is independent of the saved outfit?

You have to wear the outfit then change whatever parts you want to change individualy. The mask isn't in your Wardrobe separately if you download it.

So for instance if you want to change the pants, just wear the outfit, then go to Bottoms in Wardrobe and change the pants. Note that certain things like glasses, hats, hoods, anything that touches the head really will remove the mask.

Save clothes as an outfit first. That way you don't lose anything.
