No it hasn't but that's a fucking excellent idea. Maybe there should be some Japanese clothing too such as samurai armor, geisha clothing and sailor uniform!

 New ideas for female characters in SR3
(1) Hair style to be designed in plastic surgery, so it will become part of the character creation formula.
Hair will be divided in front, back, right , left, top, and each part will be designed separately, including hair color and hair length and
hair quantity and hair comb direction.
So player will can create original hair styles; and several hair styles will can be saved with different names (same as several
make-ups) in the same file. And also, make-up and hair style will can be changed in the crib wardrobe,avoiding the necessity to go
to the plastic surgery for these.
(2) Weapons exclusive for female characters :
(2a) Special female stocking with small knife holder; she can thrown this knife or use as melee weapon;
she will need to wear evening dress with lower lateral parts opened and cut to use this special weapon based on Bond girls from
007 movies series.
(2b) An artificial rose which can be thrown to the target head to kill, it will be done by steel as a stiletto blade,
and it will look like a real rose;a stylish and sexy female weapon;this rose can be put in the upper pocket or as hair accessory or
hold in the mouth.
(2c) Whip as melee weapon; 2 types : short whip and long whip; sound effect included．

A sailor moon outfit would be pretty silly, and would fit well into the tongue in cheek concept of the Saint's Row series.
If it were possible, big if, a height slider. It was weird seeing my female character being so tall compared to everyone else, wouldn't have minded being able to make a five foot three inches female character.
Bring back the Let's Pretend shop in SR2 and have more unusual outfits as well, from many kinds of things. Like an adult baby outfit for the laughs, and have it come with a weapon in the shape of an oversized baby bottle that could be used to batter over the heads of any attackers.
And more voices! Maybe a Scottish female voice if that were possible. "Aye, laddie, I'm armed and you're annoying, gonnae beg fae mercy?"
